If Westminster really is the English Parliament then it must be the only national parliament in the world that is prevented by law from flying its national flag.

I am still curious to know

I am still curious to know when the 1707 Act of Union with Scotland was amended to allow two parliaments. I suspect semantics plays a large part here. Originally the Scottish Parliament was called an Executive, now a Parliament and some even call it the Scottish Government.

Its remit was to act on behalf of the Westminster Parliament, not instead of. However, the Instead Of seems to be taking precedence, without the responsibilities and consequences.

Westminster is the sovereign parliament, and if you create within it an English parliament, then it itself a sovereign parliament, and English MPs may begin to think that way.
